Open Panel

A dental benefit plan structure in which patients may visit any licensed dentist and still receive plan benefits, without restriction to a network.

Full Definition

An open-panel dental plan, often associated with traditional indemnity or PPO arrangements, allows plan members to seek care from any licensed dental provider rather than requiring selection from a closed list of participating dentists. The term is used in plan descriptions, marketing materials, and contracting documents. Editors must distinguish open-panel plans from closed-panel (HMO or capitation) plans, as the distinction affects reimbursement language, network participation clauses, and member communications. In open-panel plans, out-of-network care may still be reimbursed at a reduced rate. Mischaracterising a plan as open or closed panel can mislead patients about their coverage and create compliance issues.

Usage note: Hyphenate as 'open-panel' when used as a compound modifier before a noun (e.g., 'open-panel plan'). Do not conflate with PPO, which is a specific network model that may or may not be fully open.
