The National Outcome Measures (NOMS) is a performance measurement system developed by SAMHSA to track the effectiveness of behavioral health services. NOMS collects data across 10 outcome domains including reduced substance use, increased employment, decreased criminal justice involvement, and improved social connectedness. Providers funded by federal block grants are required to report NOMS data annually. The system uses standardized instruments and definitions to enable comparison across programs and states, supporting evidence-based practice and quality improvement initiatives.
